Optimizing Mathematics Teaching Resources in Rural Northern Jiangsu: An Empirical Study of Collaborative Resource-Sharing at Gangcheng Junior High School

Abstract
Despite China's prioritization of educational hardware (Education Modernization 2035), 87.5% of teachers at rural Gangcheng Junior High identify collaborative resource-sharing—not device deficiencies—as the primary barrier to effective mathematics instruction, a challenge compounded by geographic isolation. This study addresses urban-rural disparities in mathematics education through an empirical investigation at Gangcheng Junior High, a representative rural school in Northern Jiangsu, China. Despite China’s strategic prioritization of educational hardware (Education Modernization 2035), 87.5% of rural Gangcheng Junior High teachers identify collaborative resource-sharing—not devices—as the primary barrier to mathematics instruction, compounded by geographic isolation. Geographic isolation intensifies these challenges, with remote schools lacking access to updated pedagogical resources despite comparable teacher qualifications. We propose the 3C Governance Framework to transform resource optimization: Connect digital platforms enabling real-time sharing of curricula and assessments; Coordinate institutional partnerships for cross-regional teacher collaboration; Calculate resource allocation using algorithm-driven models responsive to localized needs. Findings demonstrate that sustainable equity requires institutional innovation centered on teacher agency and digital cooperation. This approach advances China’s rural education modernization goals by transforming static inputs into dynamic, community-driven resource ecosystems.
