Abstract
Technology-based small and medium-sized enterprises (SMEs) in Jiaxing city have been utilizing intellectual property pledge financing to address the issue of "light assets, difficulty in financing", with notable strategy effectiveness and innovative models enhancing financing efficiency. However, challenges such as incomplete legal systems, imperfect evaluation mechanisms, difficulties in liquidating pledged assets, inadequate risk-sharing, and weak enterprise awareness still exist. This paper proposes strategies including improving risk compensation and guarantee systems, establishing unified evaluation standards, innovating financial products, and optimizing service processes. The aim is to facilitate the transformation from "intellectual property" to "assets", promote regional innovation ecosystems and industrial upgrades, and support high-quality development of technology-based SMEs.
