The Dilemma and Innovation of the Construction of the Faculty Team of the Vocational College Specialty Group under the Perspective of "Double High"

Abstract
The development of high-level professional clusters constitutes the core of the "Double High Plan" in vocational education reform. As the driving force behind cluster development, faculty quality remains paramount. Through empirical analysis and policy interpretation, this study systematically examines five critical challenges in vocational colleges' faculty development: structural imbalances, professional competency gaps, ineffective industry-academia collaboration, underdeveloped teacher advancement systems, and outdated evaluation mechanisms. The research identifies root causes including uneven resource allocation, superficial industry-education integration, and entrenched evaluation system biases. Proposing a comprehensive innovation framework encompassing strategic foresight, ecosystem development, resource integration, targeted empowerment, and evaluation restructuring, this study aims to address faculty development bottlenecks at multiple levels. The findings provide theoretical insights and practical guidance for advancing vocational education reform.
